The primary applicant dies in the tourist visa application. Parents visiting on a tourist visa.

Situation:
- My father who was the primary applicant for a tourist visa application passed away recently (May 2021).
- Biometric letter received on May 28, 2020, however, they never got a biometric appointment at VFS because Canadian authorities never allowed biometric appointment for tourist visa applicants. But the application is still valid on the IRCC site and also confirmed by IRCC a few months ago.

Important Question:
- Is there any possibility that my mother who is now dependant on me could be allowed for completion of the biometric process and granted a tourist visa? Considering the fact that my parents applied a tourist visa application originally and biometrics appointments are not given to tourist visa applicants, however, the situation has been changed for us now.

Additional questions:
- How can OR Can the primary applicant be changed in this case from my late father to my mother?
- Since I'll be taking care of her application, how can I be authorized to represent her in the mid of this application?
- Should I write about it to IRCC on my mother's behalf OR is it better that my mother write these questions to IRCC?

I;m sorry for your loss. You need to contact IRCC via webform and explain the primary applicant is deceased and you'd like the surviving spouse to be the primary applicant. You should attach the death certificate or equivalent.
