Yes, you are right. The office told me the reason is that their medical exam will expire in two months. I told them it will be hard for me to travel within two months, and their response was "We have advised the processing office of your concerns regarding travel before the visa expiry; we await their response. It's unlikely they will give you any reconsideration as it is required for you to enter the country with a valid medical. I don't see IRCC bending this rule for your family and CBSA would not even let you in with expired medicals.
