Mr Kenney is focussing on getting the backlog back under control by any means. With the new bill they have put through and are trying to reject and refund a majority of the old cases I don't think he is going to do anything for your case.

Have you looked at appealing their rejection with the CIC?

Even if you send your appeal to Minister's office, it is likely that the appeal will either be ignored or transferred again to concerned visa office.
