I suggest you contact WES and enquire whether CIC has online access to your report, and if they don't then pay for it immediately.

Me too I have paid for FSW but only when I paid for the duplicate PER arrived. If u are sure u have enough points it is better to sacrify 33.9 $ and to see what will happen!
