Try calling CIC; here is the number 613-944-4000. Ask for a status update on your file. Sometimes it takes a few tries, but hopefully you will get lucky.

OK , I was very lucky , I got it from the first try , my ECAS status : in process

My ECAS status was online in mid Jan 15, it said IN PROCESS.
However it disappeared after a week.....

This disappearance is making me anxious. I called up CIC a couple of times, but did not get a helpful agent.....

The wait is not a pleasing one!!!

I can only imagine, because I think one of the only thing keeping me sane is that my ECAS is still online.
I only got a satisfactory answer on my 3rd try, and others have said it was more for them, u just have to keep calling.
BTW, was your NOC close to being CAPPED?

My NOC is a cold one 0113. Not capped yet, or my CC wouldn't have
been charged.

hey trying to call CIC agent on the numer mentioned above...but it says number do not exist, pls check the number again...
blocked from all the sidess....hope any miracle happens today for all of us.

I am also a Nov 7th applicant, credit card debited in the 9th January 2015 and no PER yet. I guess maybe because I'm claiming point for relative in canada. But I called CIC last week and iI got UCI number and my ECAS status says In Process
