Before in 2015 I saw one opportunity in SINP and then now, I saw another in New Brunswick... but as usual seems this opportunity will also go because New Brunswick PNP system is also saying that I need to get the license 1st to apply for the authorization to take part in a "information session" which could be used for a EOI in New Brunswick.

Surely strange because Canada has many provinces and how it is possible to apply for a license in all provinces? This is because I simply don't know which province will open a PNP system for those who don't have a job offer but still want to go to Canada. This mandates that I should apply for a engineering license for all of the provinces beforehand which is a impossible thing to do.
I can see that they are putting restriction by saying either put forth one job offer OR give us your license to practice as an engineer in our province. Before, When SINP offered a PNP system without job offer, at that time I contacted their engineer's association to apply for the license and they told me that even if I apply to get their license, there is no time limit by which they would be able to finish (simply they don't know) their verification and provide me the license, because I am an international applicant and they don't know me.
