The irony of super visas and TRVs

Example #1: Applying for TRV for a spouse living abroad, who wants to visit her husband in Canada. Refused because her strongest family tie is her husband in Canada.

Example #2: Applying for Super Visa for parents living abroad, who want to visit their kids in Canada. Refused because their kids are their strongest family ties in Canada.

It's weird, its like CIC opens the door for people to visit loved ones, but can refuse them simply because their loved ones live in Canada.

Agreed,
But key word is "VISIT". People need to prove that the stronger tie is from the home country and that they technically leave Canada at the end of the permit.

I wonder those who get TRVs while their spousal application is pending with CIC, what are the ties they have in their home country? which must be way strongest tie than your spouse or children!! Or the visa officers who processed were in good mood!

rarely anyone gets TRV with spousal application pending unless they are required to come to canada on own terms like conference, education, etc.

Example #1 is pretty much a given.

Example #2 is a bit strange to be denied supervisa however I can understand that if the parents has no kids of their own back in native country. For example, an only child sponsoring his/her parents for supervisa. Another example would be that the parents are the only ones left in country and all their children are all in Canada or has passed away, leaving only the canadian/pr in Canada. The ties to Canada is stronger than native country. If the parents being sponsored has children still in native country, chances are they will be approved on account they have stronger ties to family back home.

I thought supervisa success rate was very high, and burden of proof on proving ties to home country was not as high since with supervisa it's expected to be a long (up to 2 years at a time) visit.

An update at the end of 2013 said that the approval rate was around 85%. Another update in February said that almost 98 per cent of Super Visa applicants who met the requirements were approved.
