our vo office is paris...and we will pic up the passport
27 of novembre in paris by hand...if they send out thecopr paper to our paris address will it take long? Do they ever give that form back with the passport at all?

Hey!

I think there is only 2 possibilities: if you are from a non visa-exempt country, then you will have the visa attached to your passport (and so you pick them up together at the same time).
If you are from a visa-exempt country, most of the time you don't need to have your passport sent to the embassy and the COPR arrives by post to your address - and how long it takes is a big of a guess depending on where you live, how fast the post office is, etc!

But if we are from a non visa exempt country...we send the passport but would the copr be with the passport when we pick it up or will it come in the mail still?

It's in the passport, because you would not be able to enter Canada without it, as you are from a non-visa-exempt country.
So if you have a date to pick up your passport, I suppose that the embassy has informed you that they have taken a decision and your PR has been granted - the COPR will be in the passport, and you can land in Canada with that.
