I would suggest to read discover canada twice. Do not rely much on these websites. Actual test is easy but the questions are trickier as compared to practice tests.

Hello Nirvana,
The website given above is of Catholic cross cultural services. They are funded by the govt to help newcomers integrate in society. They offer many classes for e.g English language training, job search, citizenship practice tests etc etc. All services are free of cost to the applicant but they will need your PR card details to get funding from govt. There are scores of such agencies helping newcomers with free furniture, clothing , food bank etc .
I am putting the link . You could call them and confirm the same. So nothing is STRANGE...
