Dear Legalfalcon
I have received a reply to my CSE yesterday from London Visa Office. When LVO received the CSE in email format, it is written Protected B in bold at the start of the email.
I made some search and found the levels of security screening where it shows there are levels of screening. See this link:
https://www.tpsgc-pwgsc.gc.ca/esc-src/protection-safeguarding/niveaux-levels-eng.html

what that means?
I am aware of this link and it clarifies documents in different categories based on their sensitivity. This is a way of classifying documents, and does not necessarily depict the way IRCC or any of the federal agencies conduct security screening.

@legalfalcon after I sent my CSIS report to mp, he forwarded it London visa office via IRCC... he recieved following response..

" IRCC noted that they received a response from the visa office just today that states "CSIS is one of several organizations that IRCC may consult with while assessing a permanent residency application and determining whether a person is admissible to Canada. Consultation is ongoing for the review of this application with partner departments."? In short, it is as I suspected - the CSIS portion of the security check is complete, but there are other agencies that have yet to complete their work on this. I hope this clears things up."

What does it mean? my medical will be expiring in start nov.. Do you see any red flag here?

Apart from CSIS, CBSA is another major agency which looks into an applicant's reports. So you can check with them too. As regards the medicals, you can request IRCC to extend your medicals, which they do in most cases.
Nothing to be concerned about, just a matter of time.

Every application is processed differently. Just because one application took longer, does not mean others will take that time too. There are many factors that go being the security checks. Usually most delays are not because of there being something wrong with your application, instead the delay is due to administrative backlogs and no one working on the file.

Have heart and there are many others in the same boat. This process is frustrating, but the good times are not to far.

Does visa refusals in past cause special security screening???do we have some references or examples in this context?

I have seen a case who was rejected visitor visa to Canada in 2009 and he got PPR in 3 months in 2016 and his security took just a day (in gcms note the officer wrote PA rejected visitor visa in 2009, but still wrote everything ok for visa). But make sure you write it on schedule a that you were rejected before.

Dear LegalFalcon,
I am Feb AOR PNP Applicant. Ottawa told me my LVO is Bucharest and they gave me the transfer date. I contacted Bucharest thru CSE because my case exceeded the 180 days..they replied that my case is not with them and to contact Ottawa...is there a way my file could be lost or forgotten? Thanks in advance

Visa refusals in the past have almost no impact on the PR application. However, it will depend on the reason for refusal. If it was because a visa officer was not satisfied that an applicant will return to home country after education or the same of visitor visa, that is not a concern. However, if the rejection was due to submitting fraudulent documents, that will definitely be a concern (depending on which country it was).

What you need to understand is that most visa applications are rejected because the visa officer is not satisfied that the applicant will return to the home country after the conclusion of tourism or studies. However, when you file a PR, the whole intention is to go and live in a country and as long as you meet the requirements, you are all good.

The files are computerized and cannot be lost. It could be that Ottawa may not have released it. Ask again after a week and by then things should be clear.

This is an excellent thread. Thanks, legalfalcon!

I submitted by PR application (FSW-Inland) on May 29th.
Received my e-AOR on May 30th.
Medicals passed on July 11th.
At some point the BGS was "Next step is to conduct a background check. We will let you know when we begin your background check."
Never noticed a Not Applicable, except when I first submitted the application.
And on July 31st, my BGS read as "We are processing your background check. We will let you know if we need more information."

Submitted all of my PCCs (India, USA, Canada) in advance. They were all-clear.
I'm currently on a Study Permit pursuing my PhD and moved to Canada in 2013 from the USA, where I was since 2001.
I was on an F1 (Student) visa, H1B visa, and then back on F1 visa before I moved to Canada.
My H1B work history is within the last ten years and is the basis for the application.

I've had a lot of trips in and out of my country of residence (USA and now Canada) over the last ten years, and this travel history was submitted with the application. Countries include: England, Italy, Singapore, Greece, USA, Canada, India, Dominican Republic, Taiwan.

Would my travel history hold up my security check?

I've just requested my GCMS notes through getgcms.com. Just getting anxious.

Any help/guidance/comfort would be most appreciated.
