Thanks for your reply, I already red your post but I thought that I can get the information back via email but seems I can't.
Thank you
Yes the same csis report comes via mail regardless of ordering by mail/fax or ordering through atip but as i explained if you dont order through atip and the report does not come in 8 weeks there is no way to follow up but atip can be followed up through csis-atip department.

The information provided here is voluntary information. IRCC does not publish how applications are processed and which agency processes them in what order. This has been complied based on available information. If you have any additional information, then add instead of questioning others on why they have not provided something.

CBSA through the National Security Screening Division (NSSD) of the International Operations Directorate of CBSA conducts security screening in the context of applications for temporary residence visas, applications for permanent residence visas and claims for refugee protection. In this context only, NSSD provides recommendations on admissibility on national security cases related to section(s) 34, 35 and/or 37 of IRPA. Further, CBSA has the sole prerogative of deciding admissibility on criminality, especially for applicants who have committed a criminal offence or have been known to be involved in organized crime.

While Security screening for prospective immigrants have to run through CSIS, it is run though CBSA, when IRCC suspects that an applicant may be inadmissible.

Further, Operating Procedures published in 2015, i.e. after EE, categorically state, "When sending a case for security screening [to CBSA], officers should include as much information as possible, including details on adverse information." Available <http://www.cic.gc.ca/english/resources/manuals/enf/enf02-eng.pdf>

This is why I did not refer to CBSA. Further, CBSA working through NSSD, whose procedure manuals are not published, it is difficult to determine how they operate.

Alos, for the National Security inadmissibility is a cluster of 9 agencies, to which inputs are provided by CSIS and any one, or a few or all of them can be asked to look into a specific case.

National Security Inadmissibility Initiative is defined by the combined activities of the following nine federal partners:

  • Public Safety Canada (PS)
  • Justice Canada (JUS)
  • Canada Border Services Agency (CBSA)
  • Canadian Security Intelligence Service (CSIS)
  • Immigration, Refugees and Citizenship Canada (IRCC)
  • Department of Global Affairs Canada (GAC)
  • Courts Administration Services (CAS)
  • Immigration and Refugee Board of Canada (IRB)
  • Royal Canadian Mounted Police (RCMP).
Information from all of them can be obtained from ATIP.

I am not here to write a new manual for IRCC, rather to briefly summarize, which are easy to understand.

This is my last response to you, since you know all.

All the best!
I wrote the question because you mentioned you already explained all what i post. And you say i mislead people without giving your reference. I appreciate the info you shared and i simply shared my info but since you started the thread maybe you dont like other to share. I know for most of the people who are stuck at ss their file is at cbsa. Then i posted cbsa timeline which is the latest available from 2011 and you accuse me! And again I am sure non pr can request atip as we have requested it since 10 years ago and the atip website say you have to be an individual present in Canada. I hope no one has to pay to get it or can pay $5 with a rep in Canada.

All our csis reports say ss is completed by csis and advice was send by csis to ircc through cbsa. But IRCC says the file is still with cbsa. In our case only one other government department (OGD) other than ircc and csis which is cbsa is involved and csis only gave input to cbsa based on the csis report we got.

In refugee cases the advice goes from cbsa to the immigration and refugee board instead of ircc.

It does not seem ircc sent the file to cbsa because ircc suspected inadmisibility as the file went from ircc to csis first and then from csis to cbsa so maybe thats a normal path for ss.

thanks

CSIS report and any information can be obtained under Access to Information Act. However, while applying through Information Act, the process is generic for obtaining any information, and is not specific for security clearances.

For obtaining IRCC related security clearances CSIS has listed the process which is available on their web page and has been listed on the first page of this thread.

https://www.csis.gc.ca/scrtscrnng/index-en.php#bm02

While applying through ATIP, you can chose to get email in electronic format, however for IRCC related security clearances the information is only provided by mail, and replies are not sent by email or fax
  • a return mailing address as replies are not sent by email or fax.
I am somewhat confused.as you told if there is any suspicion of any file, IRCC will be sent to CBSA at first.
i am wondering i received my report through CSIS a few days ago as well as indicated the security screening completed 8 months ago and they have sent the report to CBSA and IRCC .does this mean my husband may be inadmissible? would you mind guide me?

I never mentioned CBSA, you are quoting someone else here. Don't be perplexed by the chain of posts above, as they are not verified mostly speculation based on trends. Neither CSIS, CBSA or any other agency determines inadmissibility, they merely submit their recommendation and then IRCC is the authority which makes a final decision on that, as they have to defend it if it is challenged. In most cases, even when the recommendation is submitted, the IRCC takes a considerable amount of time before making a final decision.

Please don't get panicked by posts here. If your processing time has exceeded the 6 months period and CSIS has submitted its report, you should send email and raise CSE. Just because something happened in one case does not mean it will happen in all cases. The person who is openly laying the procedure without ant reference to any manual or regulations, should know that if their visa office is in a country which has seen internal turmoil, the citizens from that country will see added scrutiny.

If your PCC are all clear, there is nothing to worry about. There are multiple factors that go behind security check, and any one of them could delay the process.

Please do not get swayed by the fear mongering that if files goes to CBDA you are in admissible or for that matter about CSIS. IRCC does consult federal agencies as and when required. In some cases, information is also sought from foreign agencies. Just because your file was sent to CBSA or CSIS, does not mean suspicion of inadmissibility. Most of them are routine verifications, and a lot depends on your country of origin, number of countries you have visited, if you have held a government job, if you have visited Canada, any visa refusals in the past.

Please stay calm. There is no publication of IRCC or no where written in IRPA (Immigration law) that is your file is sent to an agency, it means inadmissibility. This is absolutely incorrect.

My file never went to CBSA. I am stuck in Security too for the last 3 months. I have got the report from CSIS and they say submitted to IRCC a month ago, still waiting. Nothing with CBSA. Not sure where you get the information that file goes from CSIS to CBSA then forward. So you have a source when a file is sent to CBSA?

I won't speculate. Every application is different and it depends on your specific individual circumstances. I only stay when I have law to back up. You should raise CSE. What happens in security is not disclosed, so it is very difficult to know.

For dozens of us stuck at ss, the csis report says "csis sent its advice to ircc through cbsa" when we sent cse to ircc, ircc replied it is still with CBSA.

If your csis report doesnt talk about cbsa, then send cse to your visa office as legalfalcon advised and confirm it is with ircc waiting the final review. They may call u for a security interview as well and i think it will take them more than one month to make a decision.

The new formal audit from the general auditor will be a back up based on my opinion. It will come fall 2017. For now you may read the official 2011 report where it talks about the reports coming to cbsa from csis. The audit matches with the csis status report.

You seem to just talk over your head without any references. Interviews by CSIS are only for in port entry and not outland applicants. Only IRCC can call for interviews at embassy for outland applicants. Please read the links shared by @legalfalcon and stop scaring people unnecessarily. You are the only one to whom IRCC responded the specific agency where your file is, I have not heard this from anyone else. In my case IRCC simply stated that its pending further investigation or is with another agency, or awaiting information from another agency.

Please stop scaring people here.

Thank you, I am not interested what your report says. Every file is processed based different factors. Just because your file was sent to all investigating agencies, does not mean mine will too. I would rather rely on credible information available here, instead of just on your report. I have a bunch of correspondence from IRCC, and I am happy with the progress.

You are hilarious, you approach the MP to write a letter for you and you are giving out your information based on that. Did you even apply through EE. This is a EE forum and spouse sponsorship.

Further, you got this communication from your MP, not through you. Why do you misrepresent things on public forums. The IRCC is obligated to provide the information to the Member of Parliament.

Paragraph 8(2)(g) of the Privacy Act permits a government institution to disclose personal information “to a Member of Parliament for the purpose of assisting the individual to whom the information relates in resolving a problem”, without the written consent of the individual. Visa offices are thus authorized to respond to Members of Parliament (MPs) about an individual’s application.

MPs are sitting members of the House of Commons or the Senate.

Most of the members here have their application only a few months over the 6 months processing time.

Please fog god sake stop scaring people by making sweeping statements. I guess I am done with you!
