Except that Electronic Arts just consolidated 3 offices in BC and are reducing their workforce by 16%

Nobody is stopping anybody from immigrating. If you are not on the list of 38, you can still get a job offer (AEO) and use it to apply for skilled worker or a PNP if you prefer that.

The 38 is what ALL the provinces could agree on,for example We could ask for fast food workers which we need,But the other "poorer" provinces might not want a flood of fast food workers come in.The list was based on What We could all agree on,For Provincial needs there is PNP
