Test for PR before citizenship exam

Hi there
Can anybody clarify on the following:-It is said that those who have completed the required no. of days as PR and ready for citizenship test are asked to take English test. What does it mean. Is this true? Is it IETLS they are talking about.
I as prime candidate after passing the IELTS only we got PR status. Why should I write this again, if this is true. Should my dependents wife and children also write this. In summary, which category of PR are required to take this test and what test they are talking about.
Any guidance would be welcome.

1. You don't have to re-write it, just include a copy of your IELTs result with your application.
2. Unless you wife graduated from a school where the instructions was in English, or had taken a LINC course, she will have to take the Speaking and Listening portion of IELTs.
3. Every one applying for citizenship has to meet the new language criteria. If your kids are under 18 then it is not required.

I have a colleague, he's from Great Britain, born citizen, university degree, had to write the language test for PR. Believe it or not...
