Where is best to file for LCP

Hello I am a newbie here!
I am a registered nurse here in the Philippines having 2 years of work experience. I have an employer for Quebec specifically Montreal.
This October I would like to go Dubai to work as a nurse under tourist visa but my brother already recommended me to a hospital.
My employer has already started the application for LMO and CAQ in Quebec but my address in the application is in the Philippines.
Will it be just fine if when I would be having the positive LMO and CAQ that I can file in in UAE?

hello po sainyong lht ask ko lng po kng my na approve po b sainyo last june 9 2013 my narecive n po kz ako at submit ko n passport ko pero 1month n po d p bnblik meron po b my idea kung bakit share po f may kapareho ako d2 ako alkhobar tnx good luck
