Temporary visa?

Hi All,
I just wanted a bit of clarification. I am sponsoring my partner for PR and we are applying inland with the OWP as well.

Today we got an email from CIC saying that my partner has been approved for temporary residence until 2020. Is this the OWP? Can he start applying for SIN number and jobs now?
