Temporary resident visa application refused

Hi

I submitted my temporary resident visa application on March 20, 2019. I gave my biometrics 2 weeks ago. Today, I received a letter from Consulate General of Canada, Sydney office, saying my application is refused, and the reasons are:

• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history.

• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your personal assets and financial status.

• You had provided insufficient proofs of your assets/income.

I am going to Canada to attend an academic conference. The conference is only 5 days in May, I do not know why my application is refused, and the reasons do not make much sense I think.

The documents I submitted include:

  • Travel history (including copy of my old passports, stamps and visas)
  • My passport copy
  • A invitation letter from the host of the conference
  • Proof of financial support (including a bank statement showing $20000 New Zealand Dollars in my bank account, my employment contract, proof of travel support provided by the conference)
  • Digital photo
  • Family information
  • Application form
  • Client information
The visa application does not ask for flight ticket. I actually purchased the flight ticket already, the staying period is less than a week.

I am a citizen of China, I got my residence visa of New Zealand in 2011, no crime history, visa application not refused by other countries. I traveled to Australia and UAE before, left the countries before visa expired.

Any help please. Is it necessary to re-apply? I think I meet all the requirements and submit all the required documents.

it was a good idea to upload your tickets in the purpose of travel section. did you write any cover letters?

1. You should never purchase tickets before you get your visa. Purchased tickets do not help a visa application, and if the visa is refused, you may not get a refund.

2. The letter is very clear. You did not provide sufficient evidence of income or assets. While you may have provided a bank balance, you seem not to have provided much more than that. The financial proof evaluation is actually two evaluations - how much money you have to pay for your trip, but also what assets you have (house, car, etc.) in New Zealand that would give you a reason to return to New Zealand. If you just show them you have cash, you're only showing them you'd be able to overstay in Canada and pay for it.

3. Your opinions on the completeness of your documents don't matter when a visa officer reviews them. According to the letter you shared, you provided insufficient proof of income and assets, so already you didn't meet requirements. They are also concerned about the purpose of your visit not being a genuine and convincing reason to visit Canada (why this conference in Canada and not one somewhere else?) and your travel history apparently does not provide enough history to evaluate your ability to respect visa conditions. Have you travelled to Europe or the US, other places where visas are required, or is your passport travel history mostly China and places in Asia where you may not require a visa? That is part of the evaluation as well - previous proof you've respected visa requirements.

Thanks for your reply. I did not upload the flight ticket. I did not buy the ticket when I submitted the application.

I did not write a cover letter. I applied for an Australia visa before, I did not write the cover letter. I will include a cover letter if I re-apply.

1. I know it's risky. I live in New Zealand, and I am not lawful to travel to the US unless I have a US visa even transit (I do not have enough time to apply for a US transit visa). Most flights travelling to Canada transiting the US, that leaves me only few options on the flights. The flight ticket price goes up every day, so I bought the ticket before the visa is issued...

2. When I applied for a Australia visa, I only gave the bank statement for the financial support and it was ok. I also included my employment contract from my university. I thought the purpose of financial support is to show that I have enough money to support my stay in Canada.

3. I have a house and life in New Zealand. I am married here and I am going to finish my PhD degree. The conference is in Canada because it is an international conference, the host city is changed every year. The host of this conference this year is Concordia University in Montreal, and I also included the invitation letter from the university. I mostly traveled in between China and New Zealand. I traveled to Australia in 2017 and I applied for Australia visa. I stayed in Australia for 3 weeks and left Australia before my visa expired.

I plan to re-submit my application, and I will include all the supporting documents you mentioned. I also plan to write a cover letter, based on rose.mary's advice. Do you think it's necessary to explain the reasons why my previous application should not be refused in the cover letter, and explain the reasons that I will go back to New Zealand after the conference?
