Hello

We have applied for Spousal Sponsorship application in the month of August, 2020 but we didn't get any response from the CIC yet?

Due to Covid-19 it's not sure when our Spousal Sponsorship application will get in process.

Recently CIC has launched Inviting application
*Covid-19 and Visitors to Canada : Uniting with family members*.

Should we apply for TRV or wait for spousal visa?

Please give some suggestions for the same.

You guys have the right to apply but chances are dim.
I found this;-
Immediate family members of a Canadian citizen or permanent resident
To be eligible, you must be both

  • an immediate family member of a Canadian citizen or permanent resident
  • staying in Canada for 15 days or more
You must also have a quarantine plan that shows how you’ll quarantine for 14 days when you arrive in Canada. This plan is mandatory.

You can apply for a visitor visa or an eTA, even if you're not eligible to travel at this time. If your application is approved, you must wait for the travel restrictions to end to travel to Canada.
 
I am an immediate family member of permanent resident as my husband is PR card holder in Canada. In such conditions I am eligible for both.
We can also show quarantine plan as well.

In such terms Shall we go for TRV?

Like he mentioned in his post chances are slim, but nothing stops you for applying.
So go for it and make sure you show plenty of ties to your home. As most generic refusal reason states “ Immigration officer do not believe you will leave Canada at the end of your stay “

I wanna call my wife here too on a TRV but majority tells me NO WAY
