Temp Work Visa Denied bec need to show intent to return home

Applied for temp work permit with an approved LMIA; Used Form IMM 1295. Application was denied because told that applicant didn’t show her intent to return to her home country. Can anyone offer advice as to how to prove intent to go home in 2 years? This is for a caregiver from the Philippines.

She is coming as a temporary worker so needs to show that she will return. Intent to return is - children/spouse, income property, business etc. Was that the only reason for refusal? Usually there are others. Is this a family member?
