Hello, if someone overstayed visa in US in the past (but left voluntarily and never had any problems with immigration) and now is coming to Canada with LMIA job offer (coming not from US) does that influence his work permit application?

It would depend on the details of that overstay (i.e. how long the overstay was and how long ago it happened). You'll want to make sure you declare that overstay.

Thank you. What if the overstay took many years and it ended over a year ago?
Do they ask about it at the port of entry or ETA application?
