Temp visa to Canada for a Chinese applicant for PR?

Her PR (spousal) application is being processed by Hong Kong, but if we try to visit Canada this summer, her Temp Visa application will be processed in Beijing. We are living together in China at the moment, until the PR Visa decision.

In her case, I know the Temp Visa will be harder to get. Nonetheless, has anyone heard whether the Beijing Embassy is tough or flexible about TRVs for PR applicants?

Cannot exactly answer your question re flexibility of the VO (I assume it will hugely depend on the quality of all her applications and the extent to which she meets Canadian immigration legislation re temporary residence applications), but it maybe useful to know that by operation of section 22(2) of IRPA applicants for permanent residence in Canada are not precluded from becoming temporary residents ('dual intent') if they satisfy the processing officer that they will leave Canada at the end of the period authorized for their stay.
