The requirement for grant citizenship is COMPLIANCE with CRA tax filing rules, NOT necessarily filing a return. So if the applicant was not required to file a tax return for a given tax year, and did not file a return for that year, that still counts as one of the years of compliance. That is, a No-No response for a year, in the chart for question 12.b) in the application, counts as a year in compliance.

In fact, the only years that will not count is a tax year for which the applicant checks [Yes] required to file, and [No] did not file.

For example, you indicate that for both 2019 and 2020 you were not required to file a Canadian return and did not file a return for those years. They each count toward meeting the citizenship requirement.

So based on two years Yes-Yes (required yes, filed yes), and two years No-No (not required, did not file), you have at least FOUR years of compliance. The requirement is three.

IRCC can always check with CRA about your 2023 tax filings.
Not sure what you are suggesting. It is not likely that IRCC will follow-up (even if it can, given limited data sharing restrictions due to privacy rules) to check on an applicant's tax filing for a previous tax year, especially if the applicant has checked [No] did not file for that year.

Reminder: as I note about, the citizenship eligibility requirement does not necessarily require filing a tax return, only that for at least three of the previous five tax years the applicant has complied with tax filing requirements. Some may meet this requirement without having filed a single tax return (albeit that would almost certainly be foolish since even if not required to file a return, Canadian residents will generally benefit from filing a return).
