TD APPLICATION PROCESSING TIME, NEW YORK,BUFFALO OR WASHINGTON,DC?

Hi Everyone!

I am about to apply for Travel Document from USA since I have not received my PR Card during my initial entry and stay in Canada and I was just wondering if anybody knows the processing times for TD applications. Which one do you think would be faster, New York, Buffalo or the Embassy at Washington, DC?

New York, according to CIC's website a temp. visa has a wait time of 7 weeks as opposed to 14 at D.C. and 21 at Buffalo.
