TAX Filing for PR Stayed Outside first 3 Years

I have got my PR in Aug 2015 and i landed as a First Time PR in Aug 2015 and stayed for a week and left. Now this year i came to Canada to live permanently. Do i need to file the tax on the 3 years i was out side (2016,2017,2018 )?

Can anyone share the experience or guide me on this ?

No you weren't a tax resident. It does look like you have very little flexibility in order to meet your RO. Hopefully you don't need to do any personal or business travel for 2 years.
