tax declaration for child benefit

hi, please i need some help/information.

long story short:

daughter born in Canada July 2014 (visitor status), left Canada in august 2015, back to Canada in march 2016 as a work permit.

permanent resident in January 2017.

no child benefit, universal child benefit, etc, since my daughter born.

my wife and I did tax declaration for first time 2 weeks ago for 2016.

my question: we need to do tax declaration for 2014 and 2015 to receive benefit?

today i called CRA and the agent told me that we need to do tax declaration for 2014 2015. we did not have any income and did not have SIN number in that moment.

1. You probably are not eligible for the Child Tax Credit in previous years.


You must have lived with the child, and the child must be under 18 years of age.
You must have been primarily responsible for the care and upbringing of the child.
You must have been a resident of Canada for tax purposes.
You or your spouse or common-law partner must have been:
a Canadian citizen
a permanent resident
a protected person
a temporary resident who lived in Canada for the previous 18 months, and who had a valid permit in the 19th month

As you weren't in Canada for the 18 months after the child was born.
