TAIWAN PASSPORT + TOURIST in US

My friend has Taiwan passport and currently in the US as tourist. He wants to come to Canada for few days. How can he apply for visa? Help!

Depends what kind of Taiwan passport he has. If it has the personal identification number, he can apply for an eTA or travel if it is before the eTA is required.

Else he can apply for the visa online and submit his passport to LA or NY.
