Here are some issues

1. He is from Syria, everyone wants to get out and no one wants to be in Syria now
2. As you mentioned he does not have any ties to Syria, this will result in a weak case
3. He has strong ties to Canada because you are his brother and he is coming to visit you
4. He has to prove to immigration that he will leave and has no intention to stay
5. He has to show funds, to fund his trip, its not enough you'll be bearing the cost of the trip as this can work against him
6. He has to have travel history because if he dosent then he'll be refused

For these reason he will not be granted a visitor visa

Hello,
If he wants to leave Syria definitely why doesnt he ask for refugee status? I dont know what the conditions are but maybe u should look into that option.
Maybe im wrong but because of the present context it might be worth while something to consider.
If its only for a visit then, ignore what i said.

i have a friend from syria and he also indicated it is almost impossible to be accepted from syria nowadays because of the reasons that is indicated above. i agree that you will have hard time proving that he will go back to syria and to get a visa he should prove that he has ties...like assets property a job...

Ya i know its a pretty hopeless case for visit.. and its too bad these guys are really close and the intentions were only a visit, they havent seen each other in too long time...refugee is not really an option and we looked into it for friends of ours an dits a really long process living nowhere basically.. too bad.. really the other options are school or work visa
.. can show money in the account but i believe it doesn't matter the Canadian immigration is most likely not going to issue any visit visa from Syria or Syrians ...I am curious of the numbers though...claiming refugee status is not an option... once you claim against your country your not allowed to go back.. syria wouldn't let you back.. and that will never be an option.. sucks really just wanted to visit with my new family
