Did you apply work permit with the application, if so, then you don't need to apply anything he can continue working. He has an implied status.

But if you did not, you need to apply for visitors visa. Since, you applied for sponsorship he can have a visitors visa for 1 yr. I got my visitors visa 3 weeks after I submitted the application.

Of course, that also assumes that his current work permit is not IEC nor PGWP. If he is just on a standard working permit, then yes, if you filed an OWP application with your INLAND sponsorship package he would be on implied status. If you filed an OUTLAND application, the point is indeed moot and you will need to change the status of his permit to visitor. So long as you include incomes, you can include yours as well, so they understand he has enough to live on and survive without working illegally, they should approve him. Also let them know you have recently applied for his sponsorship and would like to remain together while that is in process.

thank you alurra71. He has TFW permit and I think that is a closed work permit.

It is, but more importantly it is not IEC nor is it PGWP, therefore, he SHOULD be eligible to continue with his job until your first stage is approved and he receives an open work permit. This will mean that he will need to stay with his current job though and can not change jobs.

Good luck.
