Switching school on a study permit with a withdrawal period- impact on visa?

Hello, I have a bit of a dilemma I hope someone can help me with.

I have a study permit right now and I am at the University of Waterloo studying.
I hope to transfer to UofT next year. However here's where it is tricky:

Waterloo program does Sept to Dec and May to Aug study. Jan to Apr is Co-op term.

UofT gives offer out around May. This means that I will be somewhat into my study in Waterloo (Also means I have to pay my international tuition for Waterloo).

Once I receive acceptance from UofT (hopefully) I would like to drop the May to Aug term at Waterloo. That would make a successful transition.

However, with tuition fee from Waterloo due and UofT giving a slower than expected response. I was wondering if I can withdrawal from Waterloo first and then wait for UofT's decision? The decision from UofT should be coming in this week or next week (Told from Enrolment Services).

I understand the risk at UofT not accepting me but that's not my main question. My main question is: How does "not belonging to a school" (Since I withdraw from Waterloo) affect my stay in Canada on a study permit when I am simply waiting on another's school's decision?

Also I don't know if someone knows this but: If I was to withdraw from Waterloo, can I still transfer into another program? I have the requirement to transfer to another program (Ex. Engineering to Science) but that requires me to fill a transfer form. If I was to withdraw first can I just transfer back in? The Science program starts in September so there's no issue of me not attending the May to August term that I dropped.
