I got suspended for 6 months from my 1 year program (spring 2021) starting from oct 14 2021 to april 15 and got the offer letter for the same program for winter 2022. However, i will be continuing the new program only from april 15 2022 as i have the credits for the 1st semester from my previous program. As per the new rules, the leave/unscheduled break in my new program of studies from (jan to april 15) falls within 150 days. so the question is am i eligible for PGWP ? also i am starting a new program of studies within 150 days (in 1 or 2 months from now). Not working during suspension.

It doesn't sound like you are starting a new program. It's the same program. You're just continuing it at a later date / through a later intake.

Rules related to starting new programs apply in scenarios where you are actually starting a completely new / different program. You aren't doing that.

Thanks for your response. But I have not come across any such sources which mentions that the field of studies should be different.

IRCC repeatedly uses the phrase "new program of studies" and does not necessarily allude that. Hope its true.

They waived the tuition for the new program so i don't have to pay the tuition again and reserved a seat in consideration of my academics and the unfortunate situation involving my former girlfriend.

I still have the option to change programs, any experts out here please share your insights so that i can plan my next move.

But you aren't starting a "new program of studies". You are continuing your previous program.

I have decided to go this route and continue with flag poling to get my PGWP in the future. As I have researched in this forum that people with similar and even worser cases have gotten their PGWP at the border.

You are not eligible for PGWP because of the suspension. You did not prove progress toward completing your studies. And By the way, the thing about Flagpole, pray they dont change rules about flagpole before you finish your studies..... I guess CBSA are aware of this loophole
