I submitted my application on 16th of April and they forwarded to Canadian Embassy on 21 April.So i mean they will process my application or hold it,

For sure you will receive a letter regarding about that..if you haven't heard anything from canadian embassy then don't worried too much just pray and GOD will do the rest.

Hi I'm from philippines, I have an agency who process my Application in canada. I got my positive LMo and Work Visa last December 2013 and according to my agency I just need to wait for my employer to buy me a ticket. Is the hold regarding foreign workers in canada will affect also my Application even if I already signed my contract ang got my Lmo and visa last year before the moratorium appear?

Please enlighten me. I just want to be sure

It is really hard to tell as it is the IO's discretion to issue WP.
Even if you read your Approval Letter, it says there that it is still up to the IO to admit and issue you a WP at the POE.
