we no longer have a dedicated CIC office, it was closed about a year ago, staff come over from Vancouver office to interview, administer tests and oaths. They are here for a week right now.
I have been in Canada since 1975, from the UK originally. Didn't feel the need to apply for citizenship until a couple of years ago, routine application, no RQ as of yet.

Dec 2011 Received letter of acknowledgement and "Discover Canada" booklet
Oct 25, 2012 ECAS showed they had started to process my application
Sept 25, 2013 ECAS showed they had sent a letter requesting me to write the citizenship test (at the Victoria office)
Oct 2, 2013 Received letter in the mail
Oct 22, 2013 Wrote and passed citizenship test, documents reviewed and interviewed by a CIC officer.
?Jan-March 2014? Oath taking, granted citizenship
I was told that I would get a letter in the mail to take the oath sometime early next year as that is when the Vancouver staff are planning on being back in the Victoria office.
It will be 27-28 months from application to citizenship by the time all is said and done. As I said my application was totally routine, as were a number of other people's that I spoke with today who have similar timelines. The wait is due to government cutbacks, not having a permanent CIC office in the PROVINCIAL capital (ridiculous in my opinion!) and a strike.
Pretty crazy that folks are having to wait so long, at that rate you should be able to apply 2 years before your residency requirement is met because you'll be waiting that long for the paperwork to go through for your citizenship!
Patience is definitely necessary.
