Thanks. Did you apply in person or through mail? And the 2-3 weeks time included the time taken to deliver the certificate to your address, or just the processing time?

With delivery for in-person but delivery by courier.

For Toronto - Yes
It's more for Ottawa and Vancouver ~4-6 weeks
