What you indicated is correct here is the prior announcement on the Super Visa program. It is a permanent program but there is a backlog that is why they announced a limit of 50,000. I had a client wait a year with their super visa application submitted to the manila office before it was approved. One of the reasons there are delays is Citizenship and Immigration Canada often requires additional testing from counties that have epidemics. Canadians have demanded this, in Toronto we already had an issue with SARS everyone was in a panic and tourism was non existent.
The announcement you referred to is actually more relevant to those that want to apply for permanent residence to sponsor their parents and grandparent. Remember the reason why the Super Visa program was launched was due to the backlog of applicant for permanent residence, this program was frozen. In 2014 the announcement is actually more relevant to those that wish to reopen or submit a new application for permanent residency sponsorship.

Personally I feel there is way too much abuse of our system, read today's Globe and Mail there is now a flood of pregnant women traveling to Canada to deliver their babies so they can benefit from out generous social benefits. None of these people even pay their medical bills. The Government of Canada has to draw the line between being generous or opening up our system to abuse and fraud. Personally I don't think these people should even be allowed to pass through customs they should be put on a the same plane they came from without entering Canada. I have nothing against people having babies or Nigerians but we cannot afford to provide free medical services to anyone who abuses our system.
