Super Visa - Where to send package?

Hello All,
I am helping my parents apply for Super Visa. My brother is a canadian citizen. My parents are based in India

I have been reading through the guide and other instructions from CHC New delhi,

Not able to figure out
1. Address to which the application package need to be sent
2. Link to make the online payment with credit card

Could any of you please point me to the right direction?
