My mother visitor visa last up to March 31, 2012.
Can we submit for super visa in Buffalo, and come back to Canada, and to wait for decision here?

Supervisa is a lot similar to the Temporary Resident Visa (or trv). Hence, it needs to be applied at the visa office responsible for the applicant's normal 'place of residence' (which in your case, shall be your parent's home country).

However, for parents who are already in Canada on visit visa, can apply for a 2 tear extension by submitting an application to CPC Vegreville, Alberta.

You better hurry up with that extension. There may be a 30 day validity (of the current visa) after which you may not be able to apply. (that is, the extension must be applied at least 30 days before the visa expires).

Nope - the application has to be sent to her home country.

I would recommend you to call the CIC call center and get that clarified. Most likely, you should be able get an extension of the 2 years on the passport.

Should we buy insurance before we submit to summer visa? What happen if did not approve super visa but we need to pay insurance for 1 year?
Our mother in Canada already applied for Humanitarian immigration, because she has no one to live with abroad, but they declined the application. Can we apply in this situation for super visa please via Vegreville, Alberta?
 
At the time of applying for the super-visa, you must meet its requirements. So, the purchase of insurance is necessary. You may be able to buy a policy that is subject to certain conditions (like you could terminate the policy if the visa is not granted). It would be very rare to not be granted a super-visa especially if you meet the LICO and can prove the relationship with your mother. Your mother being from a visa-exempt country would make it that much easier to get the super-visa. Having been declined in an earlier process would be a minor hiccup, but not insurmountable.

Stay positive. I do understand that it is a stressful process. But it turns out just fine in the end.
