That was only reason for refusal? What did you show for ties to return?

Yes, and also said your mom will not leave Canada once she comes to Canada because back home (Afghanistan) situation is not good.

How did you get PR/citizenship? She is from a country of a high asylum rate. You meet LICO and she passed her medical/ biometrics with health insurance.

But how did you get Canadian citizenship/PR?

Order GCMS notes and see if there are detailed reasons for refusal. If she is a teacher then she can show job letter with approved leave. She is from a country with one of the highest rates for asylum so IRCC expects that she will not leave.
