Super visa Medical not getting cleared

I applied super visa for my parents in Dec 2022, my mother’s super visa got approved in March 2023 , however my father(70 years and diabetic) got an additional medical information required letter from Delhi immigration in December 2023 as there are couple of spots in his left chest during xray conducted in initial tests, After that he has been advised and conducted several additional medical test by panel physician of Max hospital new delhi from Jan - till date 2023 followed by:

1: Sputum smear & culture 3 sample - All reports are negative
2: X-ray and CT scan (clearly shows inactive spots)
3: Bronoco alveolar alavage - Shows no bacterial infection developed after 10 days , 4 weeks and 6 weeks
4: full body PET CT : which also ruled out any active TB and bacterial infection
5 : Now being advised by delhi max panel physician a CT guided lung biopsy which is a operational procedure which might have major side effects - we have consulted with our family doctor and he is not in favour of doing CT guided lung biopsy for my father at this age and being a diabetic as well and along with that all his previous reports clearly stated that he doesn’t have active TB , symptoms, or any active infection etc.

I have already reached out to Delhi immigration and Panel physician with the above concern or alternatives but they are reluctant to perform Lung biopsy (which we are not planing to do with the consequences involved )

Can someone pls suggest if there are any options which we can explore to get my father visa approved ?

If he doesn’t pass the medical then he will not be approved for a supervisa. He would have to apply for a TRV and see if approved.

You can. Has he had a Canadian TRV before? Requirements are different than supervisa. Having a failed medical may be an issue, as IRCC may be concerned that he will need medical treatment if he comes to Canada. All he can do is apply and hope it is approved.
