Super Visa Extension Refused

My parents arrived in Canada in Super Visa in June 2022. They were granted two years stay until June 2024 which has was stamped on their visas. On March 14 2024, I submitted an extension application for a 6 month extension until Dec 2024. I provided all the necessary documents including the mandatory supervisa insurance.

There was no update on the application throughout 2024 so they continued to stay (implied status since their extension application was in progress). They left Canada in mid November 2024 and are back in India now.

Today exactly one year later Mar 14, 2025, they received an update that the application was refused.

"This letter refers to your application for a Visitor Record.
Based on your application and accompanying documentation that you have provided, I have
carefully considered all information and I am not satisfied that you meet the requirements of the
Immigration and Refugee Protection Act and Regulations. Your application as requested is
therefore refused.

As you are no longer in Canada you are not a person described in Immigration Legislation who
can apply to change conditions or to extend your stay from within Canada. Please go to our

website for further information about entering Canada"

I want to know

1. Was this refused because they already left Canada? I never informed them that they left Canada. How did they know?
2. Will this refusal affect their future visits to Canada. I am planning to have them back here in mid 2025.
3. Will this refusal have any negative impact when I have to reapply/renew their Supervisa in the future?

Any insights on this will be appreciated!!

1. That may be the reason. However if they had remained in Canada approval wouldn't have been guaranteed. They should have informed IRCC that they had left Canada and should have withdrawn the extension.
2. It shouldn't. Suggest they spend at least 6-8 months outside of Canada before applying for a new visa.
3. It shouldn't. However they will need to make sure they declare the refusal in future applications.

Answering to # 1

The officer probably did a data pull from the CBSA . Their passport data aka apis information which is attached to their airline reservation is forwarded to the CBSA when they leave Canada
Which is subsequently shared with Government departments

This shows they’ve departed . So to those that overstay and think that Government won’t know they’ve overstayed , they do know and have access to that information.

* When I worked for EI. And people left the country while on benefits without telling EI, this departure arrival information is shared and subsequently people can have their benefits cancelled or made to pay back benefits if they were paid when they weren’t supposed to
It’s 2025 folks . The Government has access to FAR more information on you then you think
They won’t rely on people to be honest or compliant

Just a reminder that Supervisa does not allow you to move to Canada just visit so they still need to show their primary home is outside of Canada where they plan on returning to. IRCC was overly generous with their visitor extension so they are trying to reduce the number of temporary residents in general so extensions in general will likely be more difficult to obtain. There is a limited pathway to PR for parents so most will be expected to return home.
