Super visa application request for police and court certificate

I have applied super visa for my father and was requested police and court certificate is it normal to be requested as when I applied for my mother wasn’t requested for it

No he doesn’t have any criminal records he just got his police certificates. If you can explain does this request needs a record from court or just police as i am not sure.
