I and my wife are Canadian citizens. We applied for super visa for my mother-in-law but it got rejected. The reason given is

"The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application."

I requested details for this case under the Access To Information Act and I can see below note in the provided document.

"Have reviewed submission and am not satisfied that client has a credible purpose for visiting and/or purpose of travel is poorly documented. Refused as per R179."

So you provided NOA showing you meet LICO for all members of your family for a supervisa as well as medical and health insurance. What did she show as ties to return if you are paying for everything.

Thanks for your reply. Yes I provided NOA for both myself and my wife showing we meet LICO. We also provided medical insurance. We didn't show anything as ties to return though. What would be considered strong evidence to demonstrate ties?

So did she pass the medical? Order GCMS notes to read full reasons. Ties to return are job letter with approved leave, business, children under 22, income property, pension that must be collecting living in her country etc.

So your letter of invitation is all about you, and what you will provide/support which is everything. But what did she show for travel history, ties to return and funds?

The purpose of visit is poorly describe on your invitation letter and that is why. I applied for super visa and it was approved, the invitation letter is also the key.

What is your mother’s citizenship? Does she have any children in her home country? Are you the eldest male child? All factors that could create concern that she will not return home after her visit.

I am about to begin the Super Visa process for my mother (Indian Citizen). Just wanted to clear some doubts before I submit the application (in the next 2 days).

1. My mother is a widowed "stay-at-home" mother, she stays with my elder sibling and I have been in Canada for more than 5 years (a Citizen now) - Should I call this out in my letter?
2. She (my mother) doesn't have any assets (like a house, pension etc.) at all back home. She has around CAD 25000 (home currency converted in CAD) of her own across Stocks and ETFs back home - Should I call this out too?
3. My elder sibling and I bear her expenses - Could this cause a problem? and Should this be called out in the letter?
4. She doesn't have any travel history as well
5. I very well above the LICO condition along with sufficient savings - I have called this out in my letter.

Can someone please recommend if I should call-out anything else in my letter of invitation?

My main concern is point 1, 2 3 and 4 above.

Really appreciate any insights
1 I would highlight that although she doesn’t own a home she has lived with her eldest child in India (if she went to live with them after your father’s death I would include that too) and will always have a room in their home to return to. That both you and your sibling have been providing for her.

This will highlight the fact that she has a home to return after her visit to Canada and both her child in Canada and India are supporting her so there is ties to Canada and India.

2. I would include proof that she does have some savings/invesrments and would include her banking statements. Although your finances are more important in a supervisa proof that she has some of her own savings helps her application to show that she is not dependent on her children for every purchase.
5. You can highlight that you make significantly over LICO and if you have a good amount of savings you can highlight this. You can say that you have the ability to afford to pay for any emergencies that may occur while your mother visits Canada (for example a dental issue) and routine expenses involved with adding another adult to your household. If you own a home you can also say that you have an extra bedroom that your mother will use while visiting on a supervisa. If you rent you can also say that you have rented a large enough home so that your mother can have her own room (if that is the case).
