Super visa and TRV

Hello,

My mother has a visitor's visa on which she has travelled previously. We want to apply for her Super visa. Once we apply for her super visa in her country of origin, can she travel to Canada on her visitor's visa while her super visa is being processed?

A follow up question - If she is in Canada and while her super visa is being processed, she gets asked for her Medical, can we have the medicals done in Canada and then submit those?I am going to do an online application for her.

She will need to leave Canada and reenter to initiate the supervisa.
