Suggestion on Softlanding + PR Card delivery

Help needed..
I heard stories about CBS officers at US ports rejecting initiating PR card delivery until the person is fully 'permanently' moving to Canada.
I am currently in US, F1 Visa. Upon receiving my CoPR, I am planning to land (soft land) in Canada in order to open a bank account, get a mobile number, get my SIN and PR card.

I am planning to stay for 1-2 weeks at a relative's house in Ontario to finalize everything.
I prefer to have my PR card soon and not wait until I permanently move to Canada to receive it, for many different reasons including ease of travel; job screening and applications, and other benefits of having a PR card... etc.

- What are your suggestions for soft landing to get the PR card? Should I soft land at an airport instead of by land to ensure my PR card will be delivered to my cousin's address in Ontario?
- In the situation where I could only do the soft land via a land entry and the officer didn't initiate PR card delivery, can I still apply for the PR card from within Canada during my 1-week stay?

Land or Airport doesn't make any difference IMO. They know you are coming from US and your passport contains the F1 visa stamp. The 2nd option is good if they don't initiate PR card.
