Impossible to say. Depends on what other international students apply to the program that year. Will likely be tough but in a second tier university may be possible.

Hard to say. Work experience might help overcome the subpar qualification.

Will likely depend on your area of work. Work experience usually helps if you are working in a specialized area where your work leads into a masters and is much higher quality than your grades. These are rare cases. Especially when it comes to study permit approvals grades are very important.
