Suggestion and Open work permit question

HI All,

I need help and some suggestion.
Me and my fiance is getting marry in August 2013.

My fiance is currently on "work permit". (working out of town). I would like her to move closer and work in the city, but her LMO (work permit) is only for that area. The best option is for her to apply for Open work permit.
I am a Canadian Citizen can she apply for a open work permit?

She have also applied for Federal working class PR. (been only 1 year, and still waiting)

What is our best option? should I also submit a outbound or inbound sponsor application as well??

I am opening she gets a open work permit and just wait for the Federal work application to be approved.

No - she does not qualify to apply for an open work permit by virtue of being married to a Canadian citizen.

To qualify for an open work permit you would have to sponsor her for PR using the Inland process. Once the application has recieved first stage approval (about six months after the application is received), she will qualify for an open work permit.
