Can we apply for a travel document directly to the visa office responsible for our country or we have to go through the local VAC?

Thanks, but I have already researched the cic we site...
I was wondering whether someone applied directly to the VO instead of the Vac.

It depends on the visa post...some give you the option of mailing or going to a VAC. If the visa post mandates you to go to a VAC in particular if you need biometrics taken then you follow the rules or your 'direct to the visa post mailed' application will get bounced.
