Submitted PR application without police certificate

Hi everyone,
I lived in Germany from Aug 2013 to Feb 2014 but less than 183 days. the checklist still required me to submit German police report anyway. I applied for one but no estimated processing time from German authority. So I went ahead and applied for PR with proof that i applied for PCC and mentioned in Letter of explanation.
I am getting worried. would this be a problem?

no it wont be a problem as long as you provide explanation letter why its not attached, they might contact you and give you deadline as of when you will have to send it in...!!!

Thanks for info.If i receive it earlier..can I submit it before they ask ?If yes how do I submit?

http://www.cic.gc.ca/english/contacts/web-form.asp you will add explanation provide your application number etc and it will be uploaded to your account

There is a certain chance of rejection if you do not provide PCC upfront.
