Hi

Can we submit police clearance certificate after getting file number?
I am filling for fedral PR aftr getiing SINP along with my husband
My Husband lives in usa and we do not have his PCC from USA and I am still waiting mine from India

Can I submit application with my PCC from Canada and his from India ? with explanation letter ?

yes you can submit PCC after getting file no. but usually its recommended to submit exverything in one go for fast processing of your application.

But PCC from USA takes 4 months,

Totally depends on the visa officer looking at your file, but i have seen cases usually getting 1-3 months delayed.

So how does the process looks like?

Perhaps this way:
1- ITA award arrives
2- start filling up the online application in CIC
3- obtain PCC letter request from local Canadian embassy
4- collect PCC letter from local police authories
5- submit the CIC online application + PCC together?
