Submit passport to Ottawa embassy in person?

I have a international trip schedule on Aug 29, and I really hope I can do the landing after I'm back.
I've not yet received PPR, but I'm planning ahead since I'm not from visa-exempt countries, so I must get my Passport back before Aug29.

I will highly appreciate your input on the following questions
1) How long does it take for my passport to go and from Ottawa? I live in Vancouver and I'm not sure whether Ottawa embassy accept pre-paid express envelops so that they can send back passports faster.

2) In case my PPR comes late (after Aug 20), I'm thinking of fly to Ottawa and submit my passport in person and hopefully I can get my passport before Aug 29. Does anyone have similar experience before?

I am pretty sure they ONLY accept prepaid express envelops

This will only save you.... maybe 2 days of mailing time ?

1) Among the people who received PPR roughly at the same time as I did, it was taking between 1-2 weeks to get the passports back. They seemed to be printing and sending passports on Fridays. My visa was issued on a Friday and the tracker was activated on Friday of the next week. It was out for delivery in Vancouver on Monday. They specifically ask for xpresspost envelopes.

2) You would save 1 day by doing this. I am pretty sure they won't let you deliver it in person.
