Submission of Mon Projet application

I have created Mon Projet of Quebec. When should I submit the application. Should I wait for any particular date to submit? I am not aware of it. To my understand, the date of submission day will be announced and within 10 mins we have to submit. Is it right? When should I pay application fee and how? Can anyone explain please?

There will be clear instruction provided on how to submit on notified date. It will be notified in Quebec immigration website. If you submit now then your application will be rejected.
