Do we need to submit only the Degree Certificates or both Certificates and Mark Lists?

Another Question is if both are to be submitted, both have to be a single file?

Under education I recommend submitting a PDF document containing: ECA, ielts scan, degree certificate and transcripts.

It is debatable which of these is mandatory but I have never had a rejection if the client submits all of the above
